c-treeRTG BTRV Edition incorrectly identified index with DUP key as REPEAT_DUPS_KEY
RM/COBOL failed to open a file created with duplicated key index, returning RM/COBOL error 37,39. c-treeRTG incorrectly identified files with DUP key as REPEAT_DUPS_KEY. The logic has been corrected to prevent this.
