SQL insert/updates on signed COMP-2 fields wrote wrong data

After executing an insert into statement which sets a column based on a COBOL signed comp-2 field, a select statement failed to retrieve data with a conversion error. This was mainly noticeable when using the Micro Focus or IBM sign convention. The logic has been modified to properly set the sign byte for the fields.
