Install PHP 7 PDO and Microsoft IIS on Windows

To install PHP 7 with the PDO extension for use with Microsoft IIS, follow these steps:

• Install Microsoft IIS
• Install PHP 7 with the PDO Extension
• Configure Microsoft IIS
• Compile the sql.php.pdo Extension
