SQL - Attempting to terminate a SQL connection has no effect when user name contains lowercase characters

When a SQL client connected using a user name that contains lowercase characters, an attempt to terminate that connection (using the ctadmn utility for example) had no effect.

The function that terminates the connection has been modified to correct this.
